
Monthly Newsletter: Budget Updates and Fiscal Wins
Dear Neighbor,
This year’s budget was my first as Chair of Budget Subcommittee 5 on Corrections, Public Safety, Judiciary, Labor and Transportation. I’m proud to share we:

Preserved $85 million for local law enforcement agencies to combat retail theft.

Protected funding for statewide enforcement and coordination at the Department of Justice.

Protected over $150 million in funding to support survivors of crime.

$20.6 million in local investments were untouched, and will positively impact the district this year and in the coming years.
City of Hayward
Senator Wahab presents $3.7 Million check to City of Hayward on October 17, 2023.
- $1.2 million - HEART Program: Will be used in Fiscal Year 2026 to support the longevity of the program as it transitions out of its pilot phase and into permanency.
- 2.5 million - Phase II of the Stack Center: Will be used to complete the designs and break ground on Phase II next year.
County of Santa Clara

- $500,000 - Annual Fellowship at the Faith-Based Reentry Resource Centers: Funding fellows who began their fellowships on July 1, 2024.
City of Santa Clara

- $1.8 million - Emergency Overnight Facilities: Will fund a dedicated street and encampment outreach team, and staff overnight care locations for a two-year period.
City of Milpitas

- $1.6 million - Simple Mobile Access to Reliable Transit (SMART) program: Allows the program to continue operation while the City develops a sustainable funding model.
City of Fremont
Senator Wahab presents one of two checks to the City of Fremont on October 9, 2023 for a total of $2 Million.
- $500,000 - Navigation Center: Will address homelessness by providing wrap around mental health, housing, and substance abuse programs.
- $1.5 million - Commercial Districts Wi-Fi Access Expansion Project: Funds used for the project design engineering and equipment purchase to provide robust Wi-Fi internet access for small businesses and their patrons.
Additional Investment Wins
- $7.6 million – City of Fremont: Last Mile Broadband Infrastructure Grant awarded by CPUC
- $1 million - BART’s Next Generation Fare Gates Project: Warm Springs is scheduled for new gates installation this year!
