State Senator Dr. Aisha Wahab Introduces Consumer Protection Package

Sacramento, CA — State Senator Dr. Aisha Wahab (D-Silicon Valley) introduced the Junk Fees Act of 2025 (SB 381) and the Preventing Algorithmic Price Fixing Act (SB 384).

“Californians are being financially depleted by landlords adding junk fees to monthly rent and corporations using behind the scenes algorithms to collude and maximize profits,” said Dr. Wahab. “I became a policymaker to protect the American Dream for all Californians and we must act on these exploitative practices to do so.”

The Junk Fees Act of 2025 (SB 381) will place a limit on late payment fees, ensure landlords can only pass on to prospective tenants the actual cost of a tenant screening, and limit landlords from charging:

  • Additional fees not specified in the lease agreement
  • Fees associated with the “cost of doing business”
  • Processing fees for the payment of rent
  • Pet rent
  • Parking fees

The Preventing Algorithmic Price Fixing Act (SB 384) prohibits a business from using a price-fixing algorithm to set a price or supply level of goods and services.   

Both bills must pass their respective Senate policy committees and pass off of the Senate Floor no later than June 6, 2025, before moving to the Assembly for consideration.
