
California State Senate becomes first and only state legislative body in the nation to pass resolution on human rights in Gaza
Senate Concurrent Resolution 105, Human Rights in Gaza, is spearheaded by Dr. Aisha Wahab
Sacramento, CA — State Senator Dr. Aisha Wahab’s (D–Silicon Valley) Senate Concurrent Resolution (SCR) 105, Human Rights: Gaza passed the Senate on September 12, 2025 with bipartisan support of 35 senators. Joint authored by Senator Scott Wiener (D-San Francisco)—and with the support of the California Legislative Jewish Caucus—SCR 105 is the first and only resolution passed by any state legislative house in the United States.
“This resolution affirms the humanity of every victim,” said Senator Wahab during her presentation remarks. “It condemns terrorism. It condemns collective punishment. It calls for accountability under international law, the protection of civilians, and the safe return of all hostages.”
Joint author Senator Wiener thanked Senator Wahab for her leadership on this resolution, for addressing the ongoing crisis, and for being a collaborative colleague on these issues. When speaking on the destruction of Gaza and the killing of people—especially children—Senator Wiener said “I have condemned it, and I continue to condemn it. It has to stop.”

Signatories of this letter, addressed to President Biden and Secretary Blinken, included chairs and co-chairs of the California Legislative Jewish Caucus, California Legislative Native American Caucus, California Legislative Women’s Caucus, California Asian American and Pacific Islander Legislative Caucus, California Latino Legislative Caucus, California Legislative Black Caucus, and California Legislative LGBTQ Caucus.
